1Being a social phenomenon and a process, as well as a social system, education undergoes all the changes that take place in our society. It’s especially true about the present system of education in Russia, which is changing fast and significantly at all levels. Education in modern Russia is focused on the search of innovative conditions for the professional and social self-actualization of youth. The training of specialists at colleges plays an important role in this process. A modern college is an establishment of a new type characterized by a higher quality in realization of educational programs of professional education.

  The College of the Humanities is a structural subdivision of the Russian State University for the Humanities. Its major educational strategy is the training of qualified specialists for their future successful career performance and stable life.

  The main aim of secondary professional education is the training of a person, able to meet competition in the employment market, having personality and professional traits enabling them to solve problems in various spheres of life, be it a day-to-day situation or a professional matter, and having responsibility for the decisions reached. Thus, the main pedagogical aim at all stages of life-long education is to find and put in practice the optimal strategy for the development of a personality capable of self-actualization in the process of long intellectual, working and social life and activity.

 3 The College of the Humanities at the Russian State University for the Humanities is characterized by:

  • the newest educational technologies;
  • a high level of informatization;
  • practice-oriented programs;
  • flexibility of educational process;
  • modern material and technical basis;
  • innovative educational development programs;
  • teaching a foreign language at any level;
  • a possibility to continue education at university on the basis of associated programs of higher professional education.

 The students of the College obtain education at several stages, including general secondary education, secondary professional education (basic or advanced level), or they may continue education at university on the basis of associated programs of higher professional education, which is provided by Federal Education Act. Students who successfully pass final examinations obtain a state diploma in secondary professional education with an enclosure in Russian. For the whole period of studies the students have a draft determent; they are also provided with a transport benefit. The educational process in the College is based on Federal Academic Standards and offers several forms of education. Full-time attendance means that students must attend the college on a daily basis according to the schedule, where the terms of education are established in the Federal Academic Standards for each particular specialization. The internal and evening courses last one year more.

The College teaching staff includes best professors, associate professors, PhDs as well as qualified specialists with significant practical experience in the corresponding professional field.

The College has a special service of psychological support, which carries out career-guidance consulting and psychological support of the students.

Introduction of State Examinations alongside with the changes in the country’s economy have lead to the corresponding changes in the system of education. Nowadays, more and more students choose secondary professional education. Specialists of this type are in demand at the labour market; they are not at risk of redundancy, and sometimes they often have higher salaries. Experts say that the secondary professional education is constantly growing in popularity. Although, today the number of students in universities is several times higher than of those who study in secondary professional educational institutions such as colleges and technical schools, in the future it’s likely to reverse. "The level of secondary professional education may be not lower but even higher than that in universities", - says Victor Smirnov, chair of the board of directors of specialized secondary institutions. “Here, in a secondary professional college, they gain practical skills, and therefore the level of technical knowledge is really high. They can operate the most modern equipment just as well as engineers".

The Russian system of secondary professional education will celebrate its 310th jubilee in 2011. In comparison with this date, the College is very young. It was established in 2006 by the decision of the RSUH Board of Studies. But even this short period of its existence the College has become an important element in the system of continuous professional education, which integrates secondary professional, higher and post-graduate education. It’s obvious that the system of secondary professional education having a long history behind it has become an important factor which makes it possible to improve the educational, cultural and technical level of the society and its standards of living. Moreover, it facilitates the realization the present social policy of the government. Therefore, secondary professional education is not just a means of training specialists but a mechanism of successful personal development in educational system.
